A configuration item (CI) data owner is accountable for whether specific records are accurate: this server's support group, this application's criticality, this device's status. A configuration management process owner is accountable for whether the configuration management database (CMDB) as a whole serves the processes that depend on it: its data model, its policies, its quality measures and its links to change, incident and problem. The two roles need different people with different skills. Organisations that blur them tend to end up with records nobody maintains, or a process nobody steers.

## Key Takeaways

- A data owner is accountable for the accuracy of a defined set of configuration items. A process owner is accountable for whether the whole configuration management database serves change, incident and problem.
- The two roles need different people. A data owner can be excellent without knowing how change risk is calculated, but a process owner can't.
- When the process owner role is under-filled, decisions about the database get made in isolation. Incidents take longer to resolve, more changes fail and the processes that depend on it call it unusable.
- The process owner agrees requirements with each consuming process, owns the data model, sets policy and reports outcomes. The data owner certifies their scope, approves changes to their records and acts on data quality tasks.
- Data ownership works best when it's inherited. Set the owner on the service and let infrastructure configuration items take it from the services they support.
- Record both roles in the responsibility matrix with named people rather than team names, and track measures for each role separately.

## Two roles, two kinds of accountability

| | CI data owner | Configuration management process owner |
| --- | --- | --- |
| Accountable for | Accuracy of a defined set of CIs | Fitness of the CMDB for every consuming process |
| Typical holder | Service owner, platform lead, application manager | A senior configuration management specialist |
| Decides | What the records in their scope should say | Data model, scope, policies, quality targets |
| Measured by | Certification completion, attribute accuracy in their scope | CMDB health, and outcomes in change, incident and problem |
| Needs to understand | Their own services and infrastructure | How every service management process uses configuration data |

A data owner can be excellent without knowing how change risk is calculated. A process owner can't.

## What happens when the process owner role is under-filled

At one broadcaster, configuration management was treated as a stand-alone process. The view was that its strategic lead didn't need a deep understanding of the other service management processes.

When the experienced configuration management lead was made redundant, the role went to a lower-cost configuration manager without that wider understanding. Decisions about the CMDB were made in isolation from change, incident and problem.

The CMDB stopped meeting those processes' needs. Incidents took longer to resolve, more changes failed, and the process owners complained repeatedly that the CMDB was unusable.

Putting the mistakes right cost the organisation over $100,000 in consulting fees, paid to us to rectify them.

## What a process owner should actually be doing

**Agreeing requirements with each consuming process.** Change, incident, problem, vulnerability and financial teams each state which classes and attributes they depend on. The process owner turns those into the data model and the quality targets.

**Owning the data model.** Classes in scope, how the Common Service Data Model is applied, and how discovered infrastructure links to services.

**Setting policy.** Who may create CIs, which sources are authoritative for which attributes, how often data owners certify.

**Reporting outcomes.** CMDB health alongside the effects the consuming processes feel: changes failed for data reasons, incidents without a CI, unmatched vulnerabilities.

## What a data owner should actually be doing

**Certifying their scope.** Confirming, on a schedule, that the CIs they own carry the right support group, criticality, status and relationships.

**Approving changes to their records.** Particularly manual changes to attributes discovery can't collect.

**Acting on data quality tasks.** Resolving the tasks routed to them from health checks, de-duplication and failed matches.

Data ownership works best when it's inherited. Set the owner on the service, and let infrastructure CIs take it from the services they support, with overrides only where needed.

## Writing both roles into the RACI

Record both roles in the RACI (responsible, accountable, consulted, informed) for configuration management, with named people rather than team names.

- The process owner is accountable for the model, policy and targets, and consulted on any change to consuming processes that affects configuration data.
- Data owners are accountable for accuracy in their scope, and responsible for certification.
- The configuration management team is responsible for tooling, discovery and data quality operations.
- Consuming process owners are consulted on the model and informed of health results.

Track key performance indicators (KPIs) for each role separately: certification completion by data owner, and outcome measures for the process owner. When a data owner leaves, their scope needs a successor immediately. Our article on [unknown CI owners](https://www.apexconfiguration.com/blog/unknown-ci-owners-are-driving-up-it-spend) covers what happens when it doesn't get one.

## How Apex helps

Our two-week CMDB health baseline scores which CIs are trustworthy and which are guesses, and shows where ownership is missing or out of date. The output is a report you can take to your change advisory board.

Our data quality assessment then measures the CMDB against weighted critical success factors, key performance indicators and metrics agreed with your consuming processes, which gives a process owner the targets the role needs. We scope it with you at an initial consultation.

## Frequently asked questions

### Can one person be both data owner and process owner?

For a small scope, yes. Across an enterprise, the process owner role needs dedicated attention and a wide understanding of service management.

### Should the configuration management team own all the data?

No team can know every service well enough. The team runs the tooling and quality operations. Service and platform owners own their records.

### What skills does a process owner need most?

A working knowledge of how change, incident, problem and security processes use configuration data, alongside deep CMDB expertise.

### How do we make data owners take certification seriously?

Keep certification short and specific, and escalate unanswered tasks to the owner's manager.
