# What Your Discovery Gaps Cost During A Major Incident

Discovery gaps cost you twice during a major incident. First, engineers lose time working out what a device is, what it supports and who owns it, because the configuration management database (CMDB) never recorded it. Second, and more expensively, a gap can make live equipment look dead. Once the CMDB says something is out of service, people treat it that way, and a routine action against "unused" equipment becomes the incident. Knowing where your gaps are, and what each one would cost in an outage, is what turns Discovery coverage from a technical metric into a business case.

This article looks at how Discovery gaps show up on the day of a major incident, a case where a gap caused one, and how to cost and close the gaps before the next outage finds them. ## Where the time goes when the CMDB has gaps

Watch the first hour of any major incident on an estate with poor Discovery coverage and the pattern is familiar.

The incident manager asks what's affected. Someone opens the service map. It shows part of the service, but not the device that's alarming. An engineer logs into the device to find out what it is. Another checks an old spreadsheet. A third asks in a chat channel who looks after it.

None of that is fixing anything. It's reconstructing configuration data under pressure, which is the slowest and least reliable time to do it.

| --- | --- |
| The device itself | No owner, no support group, no history. Triage starts from nothing |
| Its relationships | Impacted services are guessed, so some are missed and their owners aren't told |
| Its lifecycle status | A live device recorded as retired or in stock is ruled out of the investigation |
| Its recent changes | The change that caused the outage isn't connected to the device that failed |

The third row is the one that turns a slow incident into a self-inflicted one.

## When the gap caused the outage

We saw this at a broadcaster with an estate running to tens of millions of configuration items (CIs).

The organisation believed every master control room and production control room was documented in the CMDB, with the equipment in each one linked to the services those rooms provide. That belief had quietly stopped being true.

The handover between procurement, asset management and configuration management had broken down. Equipment that was live and in production was recorded as in stock and non-operational. Several production control rooms showed no equipment in them at all. With no dependency relationships recorded, it was reasonable to assume they weren't live production networks.

So the internal configuration management team scanned a subnet in one of those rooms. It was live. The scan took the production control room offline during a live global news broadcast.

Viewers switched to a rival news channel. The organisation took reputational damage and lost advertising revenue. Nobody had been careless. They had acted on what the CMDB told them.

The fix started with people, not probes. We first established what hardware was actually in each room. Then we scanned with very light-touch horizontal Discovery, using custom pattern extensions we wrote for that equipment, and followed it with top-down, pattern-based scanning from the services downwards.

## Putting a cost on each gap

Coverage percentages rarely win budget. Costed gaps do. You can build the figures from your own incident history.

1. **Pull your last five major incidents.** From each timeline, mark the minutes spent establishing what a device was, what it supported, or who owned it. That's the time a complete CMDB would have saved.
2. **Price the service, not the device.** For each affected service, use the cost of an hour of outage your business continuity team already holds. A missing switch is cheap. A missing switch under your revenue platform isn't.
3. **Rank gaps by the services above them.** A range with no Discovery schedule under a critical service goes to the top of the list, whatever the device count.

That list becomes the order in which you close the gaps, and the number you take to the people who fund the work.

## Finding the gaps before the incident does

These checks surface the gaps that cause the most damage. Most can run this month.

**Reconcile Discovery ranges against the network plan.** Compare every range in your Discovery schedules with the network team's current address plan. Ranges in the plan but not in a schedule are blind spots. **Flag lifecycle contradictions.** Report any CI recorded as in stock, retired or non-operational that still answers Discovery, or still has network traffic. Each one is either a data error or a live device about to be treated as dead. Send them to the owner with a deadline.

**Look for empty locations.** List rooms, racks and sites that should contain production equipment but hold no operational CIs. An empty production control room in the CMDB is far more likely to be a data problem than an empty room.

**Survey before you scan the unknown.** Before scanning any range you can't account for, find out what's physically there and who owns it. Some equipment can't tolerate an aggressive scan, and the only way to know is to ask.

**Fix the handover.** When procurement receives equipment and it goes into production, the lifecycle status in the CMDB must change with it. Name who changes it, at which step, and check it at the change that puts the equipment into service.

## What to track so the gaps stay closed

Report these monthly as key performance indicators (KPIs), grouped by the criticality of the services above them:

- Network ranges with no Discovery schedule
- CIs recorded as non-operational that still answer Discovery
- Production locations with no operational CIs
- Minutes spent on identification in each major incident review
